实施常态化监测帮扶。进一步健全常态化防止返贫致贫监测帮扶机制，实现农村人口全覆盖，做好防止返贫致贫对象的精准识别、动态进出和倾斜支持，提升早发现、早干预、早帮扶效能，及时消除返贫致贫风险。对于原建档立卡脱贫人口实行分类管理，对离开帮扶政策会出现返贫风险的，按照“缺什么、补什么”要求继续实施精准帮扶。

Stream implementations can and do ignore backpressure; and some spec-defined features explicitly break backpressure. tee(), for instance, creates two branches from a single stream. If one branch reads faster than the other, data accumulates in an internal buffer with no limit. A fast consumer can cause unbounded memory growth while the slow consumer catches up — and there's no way to configure this or opt out beyond canceling the slower branch.
